I - Talents, Glyphs and Stat Priority.
Talents:
Acceptable choices for all tiers are as follows.
Level 15: Double Time - Juggernaught Depends on if you prefer a shorter cooldown charge or if you'd prefer to have a double charge which recharges one charge at a time every 20s after use.
Level 30: Enraged Regeneration - Impending Victory, Enraged Regen is best for the burst healing every minute and Impending Victory is better if you need those self heals more often throughout the fight.
Level 45: All talents, Sudden Death is the go to pick here due to it provides the highest damage in a raid setting, while Furious Strikes does indeed sim higher it's due to sims being able to use Wild Strike perfectly every 0.75s when in actual fact the lowest we can use it is every 0.78-0.8s thus devaluing this talent a fair bit and finally Unquenchable Thirst is the lowest of the three.
Level 60: All talents. Due to the fact that they're all equal in damage output but the general choice would be to take Dragon Roar if you're not in need of a stun and Shockwave when you require a stun Good news though since this tier doesn't provide much damage anyway using Shockwave to stun isn't much of a dps loss at all yay . Stormbolt has it's place at 100 as the top damage of the 3 by a tiny bit when it's 1 target only and that target cannot be stunned. This tier in general is very underwhelming.
Level 75: Vigilance is the only decent pve choice, although don't discount Mass Spell Reflect as certain fights would benefit more from a well timed reflect depending on fight mechanics but these are far and few between.
Level 90: All Talents, Bladestorm requires 3+ targets every minute or the fight requires burst AoE to become a better choice than bloodbath. And with Bloodbath vs Avatar, Bloodbath is the better of the two but Avatar still has it's uses when you want extra burst every 3minutes instead of the sustained every minute.
Level 100: All Talents, They're all quite equal, Ravager is the choice for AoE/Cleave, Siegebreaker for Single Target and Anger Management if you want your cool downs to recast faster.

Glyphs:
Major Glyphs.
Unending Rage - Allows us to bank more rage and to be less annoyed by Bloodsurge
Rude Interruption - Damage increase when interrupting? Yes Please.
Raging Wind OR Wind and Thunder - Raging wind is better when adds are close by and your whirlwind will hit them all, whereas Wind and Thunder will be better off when adds are a little more spread and you need that extra range
Enraged Speed - This glyph was amazing throughout the Mists of Pandaria raid tier the speed boost is so useful on certain fights with lots of movement. Definitely going to see some good mileage throughout Warlords of Draenor with this beast.
Heroic Leap - When you need the extra mobility.
Bull Rush - A good solid choice when you're not sure which other glyph to use and you're going to be using charge a lot throughout the fight. (Due to a recent change this may not be true for pve will test later once the live patch hits)
Mandatory Minors.
Glyph of the Blazing Trail - Causes you to charge at 88mph leaving a trail of fire behind you. It doesn't allow you to travel through the past and future though).
I Cri Erritime Glyphs.
Recklessness - It's an outright dps loss and it makes us warriors cry everytime someone mentions it.
Raging Whirlwind - Well you could take this and lower your rage generation by a shedload and make everyone else cry. But you're smarter then that .
